Regular Monthly Meeting –Nov 10, 2009
Minutes
Present:
Bill Zinck Jr., Mike Heisler, Brenda Mulrooney, Jo-Ann Grant, Phil Ellwood and Iris Tolliver

The meeting was called to order by Bill Zinck at 7:30.
Additions to the agenda.
Bill Zinck mentioned the death of the Windsor Fire Chief, Fred Fox.
Minutes from the previous meeting:
Bill Zinck advised that the $1495 quote for the Xmas wreaths from Elaine Collicutt included HST.
Phil Elwood moved to adopt the minutes, seconded by Mike Heisler. All were in favor.
Old Business:
Lido Pool/Public Washrooms
Brenda Mulrooney asked the clerk treasurer how many tender packages had been handed out, and was advised that four had. She continued that there would need to be a pre-construction meeting to address issues such as nails in the studs only, since the walls are to be unfinished on the inside. The Clerk treasurer then invited a representative from Chester Building Supplies to address some necessary changes to be made to the tender package. Of greatest concern was the position of the proposed new public washrooms. Bill recommended that the Commission discuss this with Ashley after the meeting. The clerk treasurer advised the status on the permits for the demolition of the existing Lido pool house. Department of Fisheries and Oceans has been consulted. The Department of Natural Resources has concern about an archaeological interest with the Mi'kmaq nation in close proximity to the Lido pool.
New Business:
Village Commission Logo
Jo-Ann Grant approached a local business to design a possible Logo for the Village of Chester Commission. A suggestion was made to hold a contest that would be open to the public to design a new logo. The contest would be open to residents and business owners (rate payers) in the Village. Jo-Ann motioned that the Commission open a contest to the rate payers of the Village of Chester to design a Chester Commission logo. The motion was seconded by Mike Heisler and all were in favor.
Tender for Hanging Baskets in 2010
In order to address a concern from last year, the clerk treasure was asked to place the advertisement for the tender for the hanging flower baskets next week. The ad should call for supply of 70 baskets. Clinton Bond will be asked to make 5 more hangers to replace the missing.
Correspondence
A list of correspondence received since the last meeting was presented by Iris Tolliver.
Fire Chief’s Report
Fire Chief Chafe read his report to the audience. Report is attached. There was discussion on the protocol for 911 calls to Tancook Island. Billy recommended that the Commission be involved in the process since the contract for Fire Service outside the Village is between the Commission and the Municipality. Duke said it had been discussed at the Fire Advisory Meeting and the CVFD cannot provide protection in the winter months.
Truck Report
Blake Corkum reported there were still problems with the lights on the last new truck. The manufacturer is working well with the Fire Department to try to resolve the problem. Two of the truck needed new mufflers and this work has been done. All the trucks will have their yearly servicing done this month. He requested that one of our trucks be allowed to go with the training officer who will be attending Fire School in Waverly. It is something that has been done in the past and is viewed much the same as “mutual aid”. The officer will be with the truck at all times and it will be overnight Thursday until Friday and then returned to the hall. The truck being considered is not a primary response vehicle and is not considered critical to service here. Phil Elwood motioned that Everett Hitlz be permitted to take the truck #542 to the Waverly Fire School, Jo-Ann Grant seconded and all were in favor.

Fire Advisory Report:
Bill Zinck Jr announced the next meeting date.
Financial Report:
A two month report was presented by the clerk treasurer. Mike Heisler moved to accept the report, seconded by Brenda Mulrooney and all were in favor. Jo-Ann Grant moved that $15K be moved from the Fire Boat Account to a assessable GIC, seconded by Phil Elwood and all were in favor.

Questions
Kerry Keddy raised the question as to whether the Fire Chief, given his already heavy responsibility, be dealing with the Tancook Island issue. Duke advised him that the Municipal Fire Administrator has taken over and has contacted Lunenburg Municipality. It will be discussed at Fire Advisory, which is attended by Billy Zinck Jr.
There is an intention to send an invoice to the Lunenburg Municipality to cover expenses incurred for the call to Tancook Island.
Mr. Keddy then asked if the Aerial Truck is something that is considered a long term plan. Duke explained that the Truck program allows for trucks to be replaced after 20 years. There are now two trucks that fall into that category. He said the department feels there is now a need for an aerial truck in the Village.
